I'm assuming that in the case of Nerf products that the plastic is different and as you say needs to be sanded to scuff the surface a bit to help the primer to adhere and not just run off in the first place. Also humidity and temperature can have a huge influence on how well your primer sticks. I half ruined a $250 model by priming on a muggy day.
