The rationale/mechanic were a choice at 5th lvl, where you could give up the aasimar type racial ability (E.G radiant soul; granting temp flying, etheral/transparent wings, and extra radiant damage once per turn), in exchange for permanent functional wings.

For me, Aasimar and Tieflings are two sides of the same conceptual coin. They come from parents who had significant dealings with Divine or Profane sources. To be honest, any high-level Cleric or Warlock could eventually lead to Aasimar and Tieflings. I don't think either of them are the direct result of mommy making out with an extraplanar being.
