I sure can't do better than Cindy B here! I'm sorry but I'm not familiar with specific cottages near the Nags Head Pier. There are some brick ones next door to it. They honestly look pretty ratty except for the oceanfront unit with the nice large balcony on the beach. Best of luck to you!
